As per the census of 1971, Orissa had the second largest concentration of tribal population of the country (i.e., 23% of state’s population), and the majority of them were the Savaras and the Khonds. Ganjam (see map; Figure 1) lies in the southernmost part of Orissa and is mainly a hilly district with extensive and thick foliage, mostly inhabited by the tribal people. The whole range of Ganjam Agency is a mountainous region and the indigenous people are found in greater numbers here than in any other excluded areas [49].
